A wave of major housing renovations swept Moscow in 2015. According to it, renovation work will be carried out on houses throughout the city in order to improve living conditions. What is a major overhaul?

According to the legislatively approved document, from mid-2015, costs for major home repairs are transferred entirely to Muscovites. Each house - or rather, its residents - has the right to choose where the collected money will be stored until it is needed. You can save them in a specially created account at home, or you can transfer them directly to the city fund. Finances are transferred to the main fund within three months from the moment they are accumulated in full.

Regardless of the storage location, when the time comes for a major home renovation, money is spent on purchasing the necessary materials. Today, the concept of “overhaul” is divided into two components:

The first is the specific items of what is being repaired in the house. These could be roofs, water supply or heating pipes, or all at once.

The second is how this repair is carried out. Workers should never repair “something now and something later” without objective reasons. According to the program, all systems in one house that require repair are repaired at a time.

It is important to know: Let’s assume that an unforeseen situation did occur, and the builders postponed some part of the repair for several weeks. In this case, before the next stage of repairs, specialists must come to the building to check its condition: whether anything has worsened during the absence of workers. If the builders started the second repair without examining the experts, this is a violation.

What is being repaired?

The builders are not updating the appearance of the facades or painting the walls of the entrance. Their job is to change poorly functioning engineering systems. And if the facade is being repaired, it means that it is unsafe and poses a threat to the health or even the life of the residents of the house.

Other aspects of repairs that the home might hypothetically require include:

  • renewal of water pipes;
  • replacement of gas pipes;
  • strengthening or completely replacing the roof deck;
  • work in basements, elimination of foundation cracks;
  • repairing electrical networks.

On an individual basis, other problems with the operation of the house may be found, which also need to be eliminated.

Which houses are not included in the overhaul program?

The program is designed for 30 years, so every year more and more new buildings appear that need to be repaired. At the same time, the list cannot be supplemented with houses that:

  • subject to resettlement and demolition according to the renovation program;
  • will be demolished in the near future due to the state of emergency;
  • will be reconstructed;
  • consist of one or two apartments.

If your home doesn't meet any of these requirements and you still haven't made it into the renovation queue, you need to be patient. In the first half of 2017, the list was replenished with three hundred buildings, and this is not the limit.

What to do if repairs are carried out poorly or not on time?

If the government services website claims that work should be carried out on your territory, but there are no builders.

Or if they have already left, and the repaired systems have broken down again, you need to file a complaint. There are many authorities that you can contact, but the most effective among them is the website of the Moscow Capital Repair Fund.

In order for the request to be recorded and sent to the address, a number of requirements must be met: provide the correct full name and correct email address. It is also prohibited to use obscene language or threats towards anyone.

You can expect a response either by email or by postal address, if the latter is indicated in the appeal. The letter can be supported by documents, but in the amount of no more than ten pieces.


From July 1, 2017, contributions for major repairs have been increased in Moscow. This news forced us to figure out what these contributions are, where they go, who pays them and why? Let's start with the history of introducing contributions for major repairs. First, on December 25, 2012, the President of the Russian Federation, Vladimir Putin, signed Federal Law No. 271. With this law, regional systems for collecting contributions for major repairs of residential apartment buildings were introduced into the Housing Code of the Russian Federation (hereinafter referred to as the RF Housing Code). In different regions of the country, contributions were introduced during 2013-2015. In accordance with the law, apartment owners must pay a cash contribution intended for major repairs of the common property of an apartment building. This contribution is included in the rent and is mandatory.

Owners of apartments in the Russian Federation pay a mandatory contribution aimed at major repairs of common property in an apartment building. The minimum contribution amount is determined by the constituent entities of the Russian Federation and is set in rubles per square meter of the total area of ​​​​the premises owned by the owner. In accordance with this, each owner must make a monthly payment in the established amount. In the future, the resulting savings will be spent on repair work in an apartment building.

The amount of the contribution for major repairs per square meter of premises may vary depending on the region, as well as on the size and type of premises. They are approved by legislative acts of the constituent entities of the Federation.

In Moscow, from July 1, 2017, a new minimum contribution for major repairs has been established; instead of 15, you will need to pay 17 rubles per square meter.

An increase in the minimum contribution for major repairs in Moscow was introduced by Moscow Government Decree No. 851-PP dated December 13, 2016.


Who should pay them?

Even at the time of the adoption of the Housing Code of the Russian Federation in 2005, the obligation of owners of premises in apartment buildings was determined to bear the costs of major repairs of common property. However, then the decision to introduce a fee for major repairs and its amount was made by the owners of the premises at their general meeting. If such a decision was not made, then the payment for major repairs was not included in the payments of the owners. Therefore, changes were made to the Housing Code of the Russian Federation obliging the owners of premises to pay monthly contributions for the overhaul of the common property of their houses. Making contributions for major repairs is an obligation for all owners of residential and non-residential premises in an apartment building:

  • citizens;
  • legal entities;
  • owners of state and municipal premises.

According to Part 2 of Article 154 of the Housing Code of the Russian Federation, such contributions are included in the structure of payments for utilities and residential premises. Therefore, the owner cannot exclude the payment himself or not pay extra for personal reasons.


It must be remembered that the debt for contributions for major repairs of common property follows the fate of the premises. This means that the new owner of the premises is obliged to repay the debt of the previous owner.

Part 1 of Article 154 of the Housing Code of the Russian Federation provides that only owners of residential and non-residential premises in apartment buildings are required to pay contributions. Tenants of state (and municipal) apartments do not pay contributions for major repairs, since this is the responsibility of the owners of the municipal or state housing stock.

Where do contributions for major repairs go?

If the owners' contributions are transferred to a special regional capital repair fund, then the regional authorities themselves decide which houses to repair using the collected funds. If, by decision of the residents, funds are transferred to a special bank account, all money is spent on the maintenance of a particular house. According to the provisions of the Housing Code of the Russian Federation, major repairs must include repairs:

  • roofs, including reconstruction;
  • facade, including its insulation;
  • foundation;
  • common basements;
  • engineering in-house systems, including complete replacement of electrical wiring and elevators.

By decision of homeowners or a subject of the federation, this list can be expanded.

What are the penalties for non-payment of dues?

As already noted, contributions for major repairs are established by federal law and are included in payment documents for public utilities. And if so, then the sanctions for non-payment will be the same as for non-payment of utility bills. Debts, including penalties, are collected from defaulters through the courts. Of course, it is impossible to evict the owner from the only home who has accumulated large debts, but other sanctions may be applied to him, for example.

Is there a guarantee for major repair work?

The Contractor guarantees the quality of all work, installed equipment, systems, installations, mechanisms, engineering systems, and general construction works.

The warranty period begins from the moment of acceptance of work and lasts for five years. The contractor must begin eliminating defects under the warranty no later than two days after receiving the complaint.

How is work accepted during major repairs?

Acceptance of completed work is carried out by a special commission, which necessarily includes: a representative of the Overhaul Fund; technical supervision engineer of the Foundation; contractor's representative; authorized representative of apartment owners; authorized municipal deputy; representative of the house management company; if the gas supply is being overhauled or elevators are being replaced, representatives of specialized operating organizations are required.

Who controls the quality of major repairs in Moscow?

First of all, the Overhaul Fund is responsible for monitoring the quality of work, materials and other parameters: each house is assigned its own technical supervision engineer. Of course, the contractor itself is also responsible. The warranty period for the work is five years.

If during a major renovation the finishing of an apartment is partially damaged, who is responsible for this, and is the damage somehow compensated?

The list of works and services for major repairs of houses in Moscow, which are financed from capital repair funds formed from minimal contributions, includes:

1) repair of in-house engineering power supply systems;

2) repair of in-house engineering heat supply systems;

3) repair of in-house gas supply systems;

4) repair of in-house engineering water supply systems (hot and cold water supply);

5) repair of in-house engineering drainage (sewage) systems;

6) repair or replacement of elevator equipment recognized as unsuitable for operation, repair of elevator shafts;

7) roof repair;

8) repair of basements belonging to common property in an apartment building;

9) facade repair;

10) replacement of window units located in common areas;

11) foundation repair;

12) repair of the in-house smoke removal system and fire automatics, repair of the fire water supply system;

13) repair or replacement of the garbage chute;

14) repair or replacement of internal drainage;

15) development and examination of project documentation, including designer’s supervision of work to preserve cultural heritage sites, identified cultural heritage sites, scientific supervision of the above work in the case of major repairs of common property in apartment buildings in the city of Moscow, being objects of cultural heritage, identified objects of cultural heritage, carrying out construction control, assessing the compliance of elevators with the requirements of the technical regulations of the Customs Union "Safety of Elevators".

If a person does not pay the fees, and major repairs have begun in his house, then it turns out that he will receive everything for free?

Since all apartment owners are required to participate in the cost of maintaining the house, no one can receive major repairs for free. And, in accordance with the law, the same standard measures are applied to non-payers of overhaul contributions as to other debtors.

First, the Capital Repair Fund sends defaulters a notice of the need to repay the debt. As a rule, most owners pay off the debt at this stage. Otherwise, the fund sues: against individuals in the judicial district of the magistrate, depending on the territorial principle, against legal entities - in the capital's Arbitration Court.

Could it happen that there is not enough money for all the necessary work? What to do then?

If the owners pay contributions to the “common pot,” then no matter how much they managed to collect by the time the repairs begin, they will carry them out. This happens at the expense of funds accumulated by apartment owners in other buildings.

Homeowners in a renovated house reimburse the amount spent with subsequent contributions for major repairs. Such a system allows you to put the most worn-out housing stock in order, without waiting for the owners to collect the required amount.

How much does it cost on average to overhaul 1 square meter of a house?

There is no fixed cost for major repairs: the cost of the work will be determined based on the design and estimate documentation, which is developed individually for each house. Moreover, all projects undergo state examination.

Is it possible to speed up major renovations in a house?

In order for major repairs to be carried out earlier than planned, owners must collect contributions for it in a special account of their home, and not in the unified city capital repair fund. To carry out the work, the required amount must be collected in the account.

In Moscow there is a service “Get information from the Capital Repair Fund”, where you can find all the necessary information about repairs in electronic form. Major renovation of apartment buildings - This is a pressing problem for many people in our country. The state of the housing stock in many regions leaves much to be desired, however, it should be taken into account that after the housing and communal services reform, expenses are not included in the monthly amounts paid by residents as rent for housing. Consequently, the problems of capital repairs of houses are left to the discretion of the residents themselves.

To ease the burden of expenses for such an expensive event, the legislator has developed programs to assist the state incarrying out major repairs apartment buildings. Let's consider the possibilities, general procedure and conditions for the participation of houses in this program (it must be taken into account that in different regions the application of these programs may differ slightly in certain provisions, such differences are fixed in local regulations).

Conditions and procedure for participation of houses in capital repair programs

In order for an apartment building to be able to carry out major repairs using government assistance funds, it must have regional targeted program for capital repairs of apartment buildings , formed on the basis of municipal programs. Municipal programs are formed for a period of one year and include a basic list of apartment buildings for which it is planned to provide financial support for implementation. First of all, it should be noted that not all apartment buildings can participate in these programs, but only those that have chosen the form of management of the HOA (housing and housing construction cooperatives) or the management of a management organization.

Behind the scenes priority in participation in capital repair programs given specifically to houses with a HOA management form. In order for an apartment building to take part in the selection of houses included in the municipal targeted program for carrying outmajor renovation of apartment buildings, an authorized representative of the HOA or management organization it is necessary to submit an application to the relevant committee of the city administration.

You need to know that everything decisions on major repairs must be decided at a general meeting of residents of an apartment building. There should be three (or two) such general meetings, before submitting an application (in the case of a HOA) or before transferring documents to the management company: at the first of them, the issue of the need to participate in the capital repair program should be resolved. The second stage is where the list of required work is approved. On the third - the estimated cost of repair work and the amount (as a percentage of the total cost of work, as a rule, no less than 5% of the total funds provided for major repairs of the house) that the residents of the house must contribute to the capital repair.

When compiling a list of repairs, one should proceed from the principle of an objective assessment of the need for them. In some cases, the issues of the first and second, or second and third meetings may be combined, then there will be only two general meetings of the residents of the house.

-installation of collective (common house) meters for resource consumption and control units (heat energy, hot and cold water, electricity, gas)
-repair of foundations of apartment buildings, including those on pile foundations, located in the Far North and equivalent areas.

So, after holding all the necessary meetings and agreeing on the documentation, an application is submitted to the local administration for participation in the capital repair program. I would especially like to note that the share of residents’ participation in this usually does not exceed 5% of the total cost of repairs, however, you should know that this figure in certain regions can range from 5% to 15%.

Submitted applications are assessed by a special commission according to certain criteria approved by regional authorities. Based on the assessment of the application, the apartment building is assigned a certain number of points. In accordance with the assigned points, apartment buildings are ranked and arranged in descending order of points. Then, the number of houses that will be included in the repair program is determined. Their number is limited by the number of houses for which the totalsum overhaul corresponds to the amount of funds planned for allocation from the Housing and Communal Sector Reform Assistance Fund, the regional budget, the budget of the corresponding municipal unit (city, village, etc.), as well as those contributed by the owners of the premises for the shared financing of the program.

From the houses remaining on the list, a reserve list is formed - the number of houses included in this list is also limited by a certain rule: the total amount of major repairs for them must be a certain percentage (usually no more than 10%) of the total amount of major repairs of houses on the main list .

Documents for submitting an application for major repairs

As mentioned above, before submitting an application for capital, the HOA (housing, housing-construction cooperative) or the residents of the house (when managing the management organization) must be a certain package of documents for an apartment building has been collected. First of all, it is necessary that the main documentation for the house - technical passport of the house and land surveying of the local area . There are often cases when it turns out that the technical passport for a house has been lost. In this case, you should contact the BTI archives (or similar organizations in the locality), which can assist in restoring the primary technical documentation for the house. However, subsequently, based on this technical passport, it will be necessary to issue a new sample with additional technical characteristics.

Specialized organizations are engaged in such work, which can be contacted either personally, for example, by a representative of the HOA, or the management company can assist in providing the services of these organizations. Registration of the technical passport of the house is carried out at the expense of the residents of the house. When preparing technical documentation for a house, land surveying of the local area is carried out; assistance in this procedure should be provided by the local administration.

Thus, to summarize everything that has been said above, we can talk about the following list of documents that must be attached to the application for participation in the capital repair program:


- minutes of general meetings of residents of an apartment building (with a decision on participation in the program, a list of necessary work, the share of participation in the renovation of residents of the building) with a voting sheet attached;
- documents confirming the need for major repairs in an apartment building: a copy of the technical passport of the house, a copy of the certificate of acceptance of the house after the last comprehensive major repair, a defective statement prepared by the HOA or management organization, etc.;
- documents confirming the choice by the owners of premises in an apartment building of the method of managing this house: if a HOA has been created in the house, then this is a copy of the certificate of state registration of the HOA, etc.; if a management organization has been chosen to manage the house, then this is a copy of the minutes of the meeting on the choice of method of managing the house and other documents;
- the validity of the amount of the requested subsidy formajor house renovation: calculation of the amount of the subsidy, a certificate of the level of payment for housing and utilities for the house, a copy of the applicant’s balance sheet.

At the end of the conversation about capital repair programs I would like to note the following. The Housing and Communal Sector Reform Assistance Fund will end its existence on January 1, 2013, therefore, government funding for capital repairs of apartment buildings will also cease. Apparently, either the legislator will develop new ways to support residents in matters of major repairs, or in the future, residents will have to solve all problems associated with major repairs of apartment buildings themselves.
