In 2005, Governor Valentina Matvienko began liquidating small retail outlets in the city. Then circumstances surfaced in the press regarding the family relationship between Kostkina and the head of Moscow Gate LLC, Vladimir Kostin (he was her nephew).

In July 2002, the head of the Petrograd district administration, Alexander Delyukin, received a letter of complaint, which spoke about the lawlessness organized by Kostin in Primorsky Victory Park. The letter said that Kostin, taking advantage of his family ties with Kostkina, who was then the head of the Petrograd region, organized the persecution of his competitors - small entrepreneurs - in Primorsky Park. The harassment included arson of pavilions, one beating and threats with a weapon. In addition, according to the complainants, there were constant inspections of the Department of Economic Crimes, SES and the Tax Office, pre-planned by interested parties.
